Executive Summary

The Balochistan Model United Nations 2025 (BMUN) is a student-led diplomatic simulation designed to redefine youth engagement, leadership, and academic discourse in Quetta. Scheduled for August 1st–3rd, 2025, and hosted at BUITEMS, this conference brings together over 250 delegates from diverse educational institutions across Balochistan, offering a platform that fuses intellectual debate, critical thinking, and global citizenship under one banner.

In a region where structured debate culture and student-led platforms remain limited, BMUN stands out as a bold initiative entirely organized by youth, for youth. From rough ideas to logistics, every aspect of this event is powered by passionate students committed to bridging the gap between local educational systems and global political literacy.

The Balochistan Model United Nations (BMUN) represents a groundbreaking initiative in the educational landscape of Balochistan. Born from the vision of passionate students who recognized the urgent need for structured academic discourse and global awareness in the region, BMUN has emerged as the premier platform for youth engagement in Quetta.

What sets BMUN apart is its authentic student-led approach. This isn't a conference organized by adults for students – it's a movement created by young people who understand firsthand the challenges and opportunities facing their generation. Every committee, every workshop, every logistical detail has been crafted by students who are deeply invested in creating meaningful change.

BMUN serves as a bridge between the global political landscape and local realities, providing delegates with the tools to understand complex international issues while maintaining relevance to their immediate environment. Through rigorous research, structured debate, and diplomatic negotiation, participants develop not just knowledge, but the confidence and skills necessary to become effective leaders in their communities and beyond.

Our Vision

To establish BMUN (Balochistan Model United Nations) as a flagship platform for youth leadership, political awareness, and academic diplomacy in Balochistan – a space where students don’t just learn about the world, but actively engage with it.

BMUN envisions a Quetta where students from all academic backgrounds, private and public, English and Urdu mediums can sit at the same table, debate global challenges, and develop the confidence, critical thinking, and leadership skills necessary to thrive in the modern world.

Our Mission

To normalize Model United Nations not as an elite extracurricular, but as a mainstream academic and cultural movement across the province like other cities in Pakistan.

BMUN 2025 is a student-led initiative, built by a team of passionate young organizers committed to introducing structured, high-quality MUN culture in Balochistan. The team consists of high school and college students from across Quetta, many of whom have held key leadership roles in their institutions.

Committee Simulations

Each committee will simulate a real UN body or political forum, with moderated and unmoderated caucuses, resolution drafting, and country-specific policy debates. The committees are designed to provide diverse perspectives on global challenges while maintaining academic rigor and professional standards.

All committees follow standard MUN procedure, ensuring delegates gain authentic experience in international diplomacy, negotiation, and consensus-building. Comprehensive study guides and background materials will be provided to all participants prior to the conference.

Committees & Agendas

BMUN 2025 will simulate four diverse UN and national-level bodies, each chosen to reflect critical real-world issues and ensure intellectual diversity across disciplines. Every committee will follow standard MUN procedure, offering delegates the opportunity to engage in research-based debate, policymaking, and resolution drafting.

United Nations Human Rights Council (UNHRC)

Agenda: "Uplifting Marginalized Youth in Urban Poor Communities: Advancing Rights, Inclusion, and Access to Sustainable Livelihoods"

Mandate: The UNHRC promotes and protects human rights globally. This committee will examine the intersection of poverty, displacement, and youth disenfranchisement, focusing on sustainable solutions to long-standing structural inequalities.

United Nations Women (UNW)

Agenda: "Ensuring Comprehensive Sexual and Reproductive Rights in Conservative Societies"

Mandate: UN Women works to empower women and promote gender equality. This committee will focus on navigating the tension between cultural norms and universal rights, exploring ways to ensure bodily autonomy and reproductive justice in restrictive contexts.

Commission on Crime Prevention and Criminal Justice (CCPCJ)

Agenda: "State-Sanctioned Violence and the Criminalization of Dissent: Reforming International Policing and Carceral Systems"

Mandate: The CCPCJ guides international efforts to strengthen criminal justice systems and promote fair legal standards. This session will dissect state violence, policing structures, and systemic repression to reimagine justice.

Pakistan National Assembly (PNA)

Agenda: "Regulating Religious Influence in State Policy: Balancing Faith and Constitutional Governance in Pakistan"

Mandate: A simulation of Pakistan's legislative assembly, this committee provides delegates with a platform to debate national-level policies. The session will explore how to balance religious values with democratic and constitutional principles in governance.

Why BMUN Matters

In a city where youth voices are often silenced by routine, rigidity, and lack of opportunity, BMUN is a bold declaration that students in Quetta are ready to speak, think, and lead.

We've built BMUN to bridge the gap between global affairs and local realities. While delegates debate on international policy, gender rights, or protest crackdowns, they're also confronting versions of those same issues in their daily lives, in their schools, in their homes, in the news they scroll through, or the silences they live within. That's what makes BMUN different: it's intellectually honest and unapologetically relevant.

Most importantly, BMUN matters because it wasn't handed to us. We built it. From scratch. In a city that hasn't had a student-led MUN of this scale in nearly a decade, we've created something real, not because someone told us to, but because we knew it was long overdue.

This isn't just about public speaking. It's about finding your voice, even when everything around you tells you to stay quiet. That's why BMUN matters.

Delegate Code of Conduct

As a matter of upholding the decorum and professionalism of the conference, delegates are expected to adhere to the guidelines explained below in the Code of Conduct.

Important Notice

Please be sure to read this code of conduct, as all delegates will be expected to adhere to it for the duration of the conference. Failure to adhere to the Code of Conduct may result in dismissal from the conference and/or disqualification from conference events or awards.

Professional Conduct

All delegates are expected to conduct themselves professionally and respectfully throughout the duration of the conference. Disruptive behavior, repeated disregard for committee procedure, or inappropriate conduct toward other delegates or staff will not be tolerated under any circumstances.

Zero Tolerance for Discrimination

Any form of discrimination, including racism, sexism, religious intolerance, or targeted harassment based on ethnicity, nationality, gender identity, or background, whether explicit or implied, will be dealt with seriously and without delay.

Committee Attendance

Delegates are expected to remain in their assigned committee rooms throughout the conference. Switching committees or countries without prior approval from the Academic Team is not allowed.

Language and Behavior Standards

Delegates are not permitted to use offensive or vulgar language in or out of committee. Inappropriate gestures, threats, personal attacks, or disruptive outbursts, verbal or physical, will be reported and responded to immediately by the Directariat.

Prohibited Items

Use of any restricted or banned items, such as cigarettes, vapes, or any form of drugs or alcohol, is strictly prohibited at all venues. This is a school-level event, and participants found violating this policy will be reported to their institutions and immediately removed from the conference.

Property Responsibility

Delegates are expected to abide by all rules issued by the BMUN Executive Council. Any damage to venue property caused by a delegate will be the responsibility of that delegate and their school.

Electronic Device Policy

The use of phones, audio equipment, or unrelated electronic devices in committee is discouraged unless required for documentation or resolution writing. Delegates should inform the Chair of their respective committee in advance if they need to be accessible for emergency calls.

Final Authority

The Directorate holds the right to disqualify or remove any delegate at any time if their behavior violates the values and structure of this conference. Decisions made by the Executive Council on these matters are final.
